The policy brief explains how the new USCIS policy memo framing adjustment of status as extraordinary relief raises significant legal, policy, and practical concerns and leaves applicants, their families, and employers facing uncertain of their futures. In a recent Washington Post article, AILA President Jeff Joseph characterized the policy as “another method of putting cogs in the wheel to try and shut down legal immigration.”
